   "Undang-Undang Dasar" = constitution (lit. foundational law).

2. 2.typical!; that is just how (someone) is (exclamation/intensifier)

   Colloquial usage. "Dasar lo ya" = that is just so typical of you. "Dasar bodoh!" = you idiot! (lit. fundamentally stupid). Very common in casual speech as an exclamation about someone's character.

   Emang dasar lo ya, selalu bikin gue ngakak.

   That's just how you are — you always make me crack up.
